Question 13

Why wasn't there a published revelation for the filling of the First Council of the Seventy?  This is especially important since it has lain dormant all these years (an aside question - Why?)  And is not being filled according to the pattern set down by the original revelation.  Doctrine and Covenants 107:95 clearly states that the seven Presidents of the first quorum are to be the ones to select the other 63 members, not the President of the Church.
